Case Study: Reconciling Fill Volumes on a Route 32 Corridor Yard

A contractor building out a hardstand and laydown yard on industrial land off the Route 32 corridor near Siquirres was importing fill by truck and paying against delivery tickets. Several weeks into the earthworks the site manager suspected the volume on site did not match the volume invoiced, but had no practical way to check: the pile was large, irregular, spread across a working yard, and re-shaped daily by the loader.

On an industrial or port-adjacent site this is not a formality: data collected by an unlicensed flyer can be challenged in a contract dispute, and an incident on an active site creates liability that lands on the landowner and the principal contractor.
